This one's a bit of an unsolved mystery. We were forced to endure an environmental future shock short feature in class. The world's surface is a polluted hot mess, and all humans now live underground. A man takes his daughter and attempts to escape via a long ladder up to the surface. They may have been wearing what resembled bio-hazard suits as they emerged into a desert environment.
All that was missing was Bruce Dern killing his co-workers.
