'80s, '90s Horror & Sci-Fi • Help identify a movie? Early -mid 80s

I can only remember the opening scenes. A photo journalist is taking pictures of a drug operation when he manages to take pictures of the cartel head murdering a man. He takes his film and try’s to send it to his sister I think which starts a whole crime suspense adventure.

Any ideas?
